In France it become almost impossible to have "official" political groups. They will always be dissoluted by Prime Minister order.
That's why most right winger are now organized following this path :
- decentralisation (a lot of small and independant but interconnecting political groups instead of one big group)
- ghost mode : you have an official structure, which whom you don't do anything political. But in the same time, all the militants of this group also have another group, undeclared one, which is the group you will use for any militantism.
Example : The group "Baguette" is the official group. But militants of "Baguette" will use the informal group "Croissant" to do militantism. It's basically the group "Baguette" acting. But with the name, logo and esthetic of "Croissant". So the official group is protected under this proxy group.
The best example in France is the Bastion Social : it was dissoluted. But now it reformed and it's organized with small local groups. Official ones. But every members also are in some paralel and undeclared groups.

Tradition & Order could exist in France, legally I mean. It does not look like an extreme group. So it could exist. Keep me updated !
About the justification for dissolution : in France there are two ways for the dissolution of an organisation.
-> legal way : your group is involved in illegal activities, there is a trial, and you are guilty. So the judge pronounce the dissolution of the group.
-> Executive way : it's a law dating back to 1936, when far rights leagues tried to take power in France. The Prime Minister has the power for the dissolution of any group who is "threatening the Republic". Without any judge control.
Normally, the first way is the normal way. To dissolve terrorist groups or gangs. And the second way, with the Prime Minister, is only for really specific reasons (war times).
But nowadays, they are using the second way every time. They basically have no justification to give. And there is no judge control. The Prime Minister just has to sign the order claiming that "Group Baguette is threatening the Republic" and that's it. Dissolution.

I think Germany is far worse on this topic. They can legally monitore any party. Even big ones. See the AfD.
In France you can't. Not legally. But political parties are under surveillance yes, illegaly.
French is pretty strange regarding this, but when a president reach to power, he usually use intelligence service to monitor his opponents and to have kompromat on them.
But it is illegal. It's well known. But illegal.
Btw, I give you a french expression for your vocabulary : "un secret de polichinelle".
It means, something secret but that everybody knows. Like "the fact Macron is gay is a secret de polichinelle."
Or "the fact Soros is behind coloured revolutions is a secret de polichinelle"
